In the event of any discrepancy between any
policy/procedure found on this site and the
equivalent found in the Central Office Board
Policy Handbook or Administrative Procedures
Manual, the policy/procedure found in
the Central Office Board Policy Handbook
or Administrative Procedures Manual
shall prevail.
The
Board Policy Handbook is meant
to reinforce the distinction in this Division
between the Board's responsibility to govern
and the Superintendent's executive or administrative
duties. It has been developed to highlight
and support the very important governance
function of the Board. In addition it clearly
defines the role of the Board, the role of
the Superintendent and the delegation of authority
from the Board to the Superintendent.
This
Board Policy Handbook is intended to be supplemented
by an Administrative Procedures Manual;
the primary written document by which the
Superintendent directs staff. The Manual must
be entirely consistent with the Handbook.
This Administrative Procedures Manual
is an extension of policy in the form of procedures
and may make further reference to other detailed
administrative documents that have been developed
to provide specific guidelines on selected
matters. It is divided into five categories.
