Introduction

Canada is, by definition, a sovereign, autonomous country, able to make its own decisions, and manage its own Internal and External Affairs.  However, in the ever-broadening global community, how independent can one country truly be?

Scenario: Canada, 2009.

The Conservative Party of Canada, formed in 2003 by a merger of the Progressive Conservative and Canadian Alliance parties, has just come to power for the first time.

The burning issue of the day is whether Canada should join the United States. Although the Canadian people have defeated the proposal in referenda twice in the past two years, the issue has stayed alive.
